The key aspect of an IT strategy is a link to the overall business strategy, this can be achived with words and diagrams but a measure of effectiveness is very much more difficult and rarely undertaken or analysed.

  This is an example of a strategy matrix, this is a better tool to match business strategy to IT strategy but takes high level governance to achieve and the connection from "three year objectives" to "annual policy breakthrough objectives" is very hard without mature an advanced Business Intelligence functions/
